I think the HB stands for Harry Belli.By the look of the central cage ,it is his act.

Circus Belli,1965.He presented the act as assistant trainer of Harry Belli.

I wonder why they used a small "h" and a capitol "B" on the blanket? Or was that the proper way, back in the day?
