I would hedge a guess that it helps stabilise the rigging commonly held on their backs just as historically similar straps were applied to stock saddles for horses and riding saddles for Camels.I have used them on both species in the past.Hope this helps.

I don't know if that is the case or not. A crupper is "tighter" around the base of the tail, and not adjustable for a bigger or little "loop", usually used in addition to a breast collar.
