Tommy Bentley--Kelly Miller Circus 1950's

Does anyone know who that is mounted on the pinto behind Tommy? It's not Clancey is it? :) Just kidding folk's. As horrible as a gaping mouth is(see photo below) a tie down on a high school horse is even more of a travesty to the art.
