I'm sure this is Yasmine Smart with the Smart elephants, not so sure on the year though

I'm not at all certain, but I have a feeling that the presenter is Yasmine Smart, so the shot would have been taken at a television recording of Billy Smart's Circus.
I do believe this is of Yasmine. Here is a video from 1975:
