The back of this photo only has "Plymouth-Circus Parade" written on it. It looks like it may be an British Circus, as the elephants are kind of "milling about" and the chariot at the fore front looks familiar. Anybody have any ideas?

The vehicle behind the left-most elephant looks like one of the great Sanger telescoping tableaus. That would make it Plymouth, England, as you surmised for other reasons.
