Dr. Samuel Andelman, commissioner of Health, is holding a new polio shot gun used to innoculate children visiting the zoo. Beside him is 12-year-old John Gallegan who is feeding Susie the chimpanzee some peanuts. Dion Albach, who was in charge of the children's zoo is holding Susie. Dion Albach would go on to be the Director of a smaller zoo in NY (I think Rochester) and then the Mesker Park Zoo in Evansville. He died at a relatively young age in Evansville. Nice guy, at one time a professional diver in water shows.
Mr. Perkins was probably packing his belongings to move the STL about the time of the photo.
