Note the two younger males sitting in the back on the "not necessary for the act seats", in a European sit in the front, work in the back act. I assume they are there maturing and getting seasoned and then will be incorporated working in the act. It would make sense that they would be moved forward at that time, but they are sitting in a place where it is easy to get them out quickly and safelyin an emergency.
