Manuaal Rueda

This is a unique choice of cattle for a bovine act. They look like steers(bulls that have been castrated). Note they are working inside a "cage". I wonder if that was necessary or added to the danger of the act?

I heard that it was necessary, even if seeming strange.

Necessary like they didn't spend enough time training it to stay in a ring, or necessary because it was a city regulation.
