What a goofy mixed species exhibit, Gaur, Wildebeast, and what looks like Red Deer!!!!
Regulations being less stringent in Thailand I am assuming the exhibit is large enough to house this many animals.

Ah Thailand. You can't go afoul of the law concerning the keeping of animals.
THERE AREN'T ANY!
If a government offical should make a fuss, its only a few baht ($) to make it right.
