I believe these are what were once called "bush pants," the lower legs lined with screening to protect against thorns and venomous snake bites. At one fine establishment where I worked doing a primate show and a snake show I wore some god-awful heavy knee high "snake boots" from the Redwing Shoe Company and intentionally kicked at a few large vipers every show to demonstrate that a strike just bounced off the boots. I believe we sold the boots i n the gift shop for a couple hundred bucks, real money back then. At another roadside attraction I pitched snakeproof leggings the same way.
