Interesting that a ride elephant at a zoo had a headpiece.

Not so unusual. Headpieces are not exclusive to the circus. They are a "decoration" and many zoo's had them. In more recent times, it became "politically correct" to go with out them in an effort at "natural", much like what has been done with liberty horses sans harness and plumes.
