The man in the picture is Corty Althoff in the circus of his father Carl Althoff. Corty not only worked with polar bears, but also with tigers, horses and elephants. After his father died he and his brother Giovanni continued as the Althoff brothers before each of them started their own circus.
Corty is retired now.
