That is a racing sulky hitched to this moose. You have to wonder if they actually raced with the animal, or if it was just the cart of choice in this case?

That's where you sit on a racing sulky. The low driver placement helps prevent tip overs due to a lower center of gravity. I can't imagine a driver getting his feet out of the stirrups and his crotch covered fast enough to prevent an impromptu "hernia examination" with a sharp toed hoof.
