These headpieces look exactly like the ones below. Even with a "gold" design. It also looks like there is an attaching system similar for securing a tarp to a boat or pickup box that allows you to change the face plate on the headpieces.

I agree Wade. I don't recognize the handler. They are standing in front of the State Circus building in Budapest.
This is Elvio Togni (I think he is the father of Jones). The 3 Elephants acts belong to their family (Cesare Togni. They normally add these animals to the Flavio Togni's herd for the winter tour of the Circo Americano or American Circus. They have played the building in Budapest a few years ago.
They others pictures were taken at the Circo di Mosca in Brescia, Italy.
