I'm not positive but I think it's Bernahrd Renz from the Circus Renz Berlin. They tour in Holland.

This is Bernard Renz. He and his brother own 4 indian elephants. They are split up when the circus was divided in two. They are the owners of the 2 circusses Renz Berlin. As a publicity stunt they go to the sea or the local grocery store.
There has been a unit of renz-Berlin touring Denmark, but the background of this photo does suggest Holland rather than Denmark.
Actually, Denmark is a world leader in wind power.
