Cleveland Zoo Poster Stamps tied to a cover with postage added

These covers were available for purchase at the zoo on March 2, 1975. The below insert was added to commemorate the 50th anniversary of Balto's achievement. I don't know what the tortoise had to do with it. Displaying dogs at the zoo, is reminiscent of Hagenbeck displaying races of people.
