The letter is an attempt by the Tampa Board of Trade to get Mr. Jerry Mugivan to have his circus winter in Florida. The last paragraph is another attempt to offer up for sacrifice circus performers. Common practice down through history, which for some unknown reason they were always happy to "with it and for it" oblige.
